Editorial notes are short, signed, dated opinion pieces. They're not benchmarks. They don't carry the same evidentiary weight as our reports. They're the closest thing this site has to a blog: where we'd push back, where the data isn't ready yet but the field observation is, where the team has a take worth committing to print.

Reports build on data. Notes build on judgment. Both have a place.
